Hakkı SAYAN

Hakkı SAYAN is an expert in taxation and auditing. He served in the public sector for over 16 years as an Account Specialist and Chief Tax Inspector and worked as an executive at the Revenue Administration for four years.

He completed his undergraduate studies in Public Administration at Hacettepe University in 2001. Between 2011 and 2013, he pursued a Master’s degree in Financial Economics at Boston University in the United States.

During his 12+ years as an Account Specialist and Tax Inspector, he conducted audits of numerous large-scale companies across various industries, gaining extensive experience in tax audit processes, transfer pricing, the taxation of multinational corporations, mergers, demergers, and restructuring transactions.

In 2014, he was appointed as a Group Director at the Istanbul Tax Office. Over his four-year tenure, in addition to his managerial experience, he developed in-depth expertise in VAT, Special Consumption Tax (SCT), and other indirect taxes. He further specialized in both the administrative and technical aspects of VAT and SCT refund applications and played an active role in enhancing VAT refund regulations and practices.

Throughout his career, he has participated as a speaker in numerous seminars and panels, and his articles and writings have been published in various journals.

Sayan holds licenses as a Sworn-in Certified Public Accountant (CPA) and Independent Auditor.
